On the morning of November 18 a young bear about 50–60 cm long was sighted near the gate of Katsuraoka Elementary School in Otaru, and multiple footprints were found in the snow. Police, city staff and hunters tracked and investigated the animal; no injuries were reported and students' dismissal was changed to parent pick-up.

At around 13:35 on November 8, 2025, a man in his 40s driving on a road in Katsuraoka, Otaru, spotted a brown bear about 1 meter long, which entered the grounds of Katsuraoka Elementary School. Police officers found multiple footprints on the snow on the school grounds, but the bear's subsequent whereabouts are unknown and officers are monitoring the residential area.
