At around 17:40 on February 18, an employee of an accommodation facility in Asarigawa Onsen, Otaru, spotted a bear cub about 50–60 cm long walking on a municipal road and recorded video. Police confirmed it was a bear from the video, are patrolling the area by patrol car, and have warned local residents.

Around 12:40 on December 28, 2025, a single bear about 1 meter long was sighted on a mountain near Miharashi-cho in Otaru City, Hokkaido. A woman driving on the Sasson Expressway reported the sighting around 12:50, saying the bear was about 20 meters from her car; police checked the area but found no traces and are patrolling the surroundings.

In Otaru City, reports of brown bear sightings and traces in urban areas have increased this fiscal year; as of Dec 3 at 17:00 the city recorded 38 reports, up from 15 last year. Thirteen of the reports were concentrated around Katsuraoka, forcing nearby elementary and junior high schools to hold temporary closures or require parents to escort students; the city is expanding outreach such as on-site lessons and lending educational DVDs on bear response.
