Around 18:30 on November 18, 2025, on the Uji Riverbank near the south end of Kangetsu Bridge in Mukoshima Nishitsutsumachi, Fushimi Ward, Kyoto, a male junior-high student running there reported seeing a roughly 2-meter-long black animal resembling a bear and reported it to the police box. The Fushimi Police Station urged nearby residents to be cautious.

On 2025-11-10, a report of a "bear-like animal" was made at fields in Mukojima Kurobocho, Fushimi Ward, Kyoto. Police and ward staff inspected the site for 2–3 hours, found no tracks or droppings, and a reenactment showed that a person standing about 600–700 meters from the observer had been mistaken for a bear.
