At around 11:00 on the 20th, bear tracks about 25 cm long and 20 cm wide were confirmed on the grounds of a private house in Nishigamo Shimoshodacho, Kita Ward, Kyoto. Earlier the same day at about 9:50 a 110 call reported a "black animal like a bear" in shrubs in the Omiya Shakagatani residential area; officials checked the site but did not find the animal.

Around 02:00 on November 18, 2025, a male student reported seeing a bear-like animal about 1.5 meters long in the bicycle parking area of an apartment in Nishigamo Kamishodacho, Kita Ward, Kyoto. The Kyoto Prefectural Police Kita Station and the ward office alerted local elementary and junior high schools and posted warning notices near the scene.

Around 18:30 on November 14, 2025, a student reported seeing a bear-like animal on a road near the sports ground of Kyoto Sangyo University in Kita Ward, Kyoto, and called the police. Although officers found no traces of a bear, the university banned use of the ground from November 15–17, deployed bear-repellent spray, and moved physical education classes indoors as safety measures.

On 2025-11-14 at about 18:30, a student reported seeing a bear-like animal near the entrance of Kyoto Sangyo University's athletic ground and notified police. The university banned use of the ground until the 17th, moved physical education classes indoors, distributed bear deterrent spray, and alerted students and staff.
