At around 09:10 on the 11th, a passerby at the Nakatsugawa riverbed near Yamagishi 2-chome in Morioka City observed one bear cub leaving downstream. The police notified Morioka City Hall and are conducting patrols and public advisories in the area.

On December 5, Morioka City carried out mowing on the Nakatsugawa riverbank in the city center to remove brush where bears could hide. Because bears have been appearing repeatedly near the urban area during winter, the city specially cleared the nationally managed riverbank.
