At around 13:30 on December 17, 2025, a man passing by in a car spotted a bear on the prefectural road along the left bank of the Tenryu River in Tokura, Ryuyama-chō, Tenryu Ward, Hamamatsu. The bear noticed the car and fled into the mountains; the area within about 1 km includes the Tokai Nature Trail and municipal housing, so the city has issued a safety advisory.

On October 31, 2025, a dashcam in Haruno-cho, Tenryū Ward, Hamamatsu recorded a dark object crossing the road, which was identified as an Asiatic black bear (tsukinowaguma). Hamamatsu City reported 23 bear-related sighting reports in fiscal 2025 and has added funding in a supplementary budget and raised capture rewards to strengthen countermeasures.
