In the early hours of December 4, a single bear about 1 meter long was sighted near the Nagano Water Purification Plant in Kaminagano, Kanuma. On November 23, a resident man was attacked and injured by a bear at a private home near the same location.

Bear sightings increased in Kanuma City, Tochigi Prefecture, and in late November a man in his 70s was attacked and injured on the grounds of a private home in Kaminagano. In response, the mobile supermarket suspended service at 13 of its 39 stops, with suspensions beginning sequentially from November 27.

In the garden of his home in Kaminagano, Kanuma City, a 74-year-old man was attacked by a bear about 1 meter long, suffering bleeding injuries to the left side of his face and left upper body; he was taken to hospital conscious. The bear fled after the man's wife shouted, and about 10–15 minutes later the local hunters' association killed a bear believed to be the same individual.
