Early on the morning of the 9th, a bear was reported near an elementary school and a nursery in Ishinomaki, and police urged caution. According to police, at around 5:50 a.m. on the 9th, staff at a nursing home's parking lot in Kitamura, Ishinomaki City, spotted the bear while spreading de-icing agent.

At about 05:50 on January 9, one bear approximately 1 meter long was sighted in woodland near Kitamura Elementary School in Ishinomaki, observed by a staff member spreading de-icing agent in a parking lot. No damage was reported; the elementary school suspended use of its schoolyard for the day and the nearby nursery is keeping children from outdoor play.
