Around 17:30 on November 27, a report was made to the Kiryu Police that three animals resembling bear cubs were sighted on the Watarase River riverbed under the Kiryu Bridge in Kiyosecho, Kiryu City, Gunma Prefecture. Since the 20th, bear sightings have been frequent in the city, and the police and city have been urging caution.

Around 06:40 on the 20th, a single bear cub was sighted south of JR Kiryu Station in Tomoe-cho, Kiryu City, Gunma Prefecture. The bear was seen near Nishiki-cho and then fled into the riverside brush near the Watarase River soccer field "Sakura Yuen", where its whereabouts became unknown.
