Around 18:30 on November 18, 2025, on the Uji Riverbank near the south end of Kangetsu Bridge in Mukoshima Nishitsutsumachi, Fushimi Ward, Kyoto, a male junior-high student running there reported seeing a roughly 2-meter-long black animal resembling a bear and reported it to the police box. The Fushimi Police Station urged nearby residents to be cautious.

Police and ward staff inspected the site for 2–3 hours, found no tracks or droppings, and a reenactment showed that a person standing about 600–700 meters from the observer had been mistaken for a bear.
