At around 07:40 on November 19, 2025, something believed to be a bear was sighted on the riverbed of the Kōno River about 50 meters upstream from Kitaizumi Bridge in Matsugasaki Kotakeyabu-cho, Sakyo-ku, Kyoto. Nearby elementary schools requested parents pick up students, conducted escorted group dismissals, and urged children to refrain from nonessential outings after school.

Around 18:30 on November 14, a student reported a bear-like animal on the road near the main athletic ground of Kyoto Sangyo University in Kita Ward, Kyoto. Police found no traces, but the university banned use of the ground from November 15–17 for safety, distributed bear deterrent spray, and moved physical education classes indoors.

On November 13, Kyoto Prefecture and Kyoto City announced the cancellation of the "forest-walking tour" scheduled for November 16 at Takaragaike Park (Sakyo Ward) after bears were reported nearby. Multiple bear sightings were reported in the Iwakura area of Sakyo Ward, and the event was canceled for safety reasons.
