Iwate Prefecture is moving forward with a plan to train personnel to capture bears in urban areas using dart blowguns loaded with anesthetic. Tsujimoto, director of ZOOMO (Morioka City Zoo), reported being dispatched six times this season and successfully capturing bears on each occasion.

After a spate of bear-related casualties, Iwate Prefecture has launched a program to train people to use anesthetic dart blowguns for safer urban bear captures. With five deaths and more than 30 injuries reported in fiscal 2025 and bear sightings continuing past the usual hibernation period, the prefecture plans to train veterinarians and others in the technique. Currently only one person in the prefecture can handle wild bears with this method; ZOOMO director Tsujimoto has been dispatched six times this season and succeeded in every capture.
