Around 6:30 PM on October 15, on the riverbank along the Tadami Line in Iwaki City, the witness (a man in his 20s) working at a material yard observed a black animal resembling a bear about 1 m long on the riverbank. The bear moved to the south into dense brush; its subsequent direction is unknown.
