Around 10:00 a.m. on July 24, on the Yonezawa–Inawashiro Line (Prefectural Route) in Hibara, Kibohara area of Kitashiobara Village, a female witness observed a bear about 1 m long crossing the major route. The bear then left into the nearby forest.
